404 Error on one Translation

There are multiple reasons for a 404 in multilingual Joomla! installations.

Each content language must match a installed language.
The tag of the content language must be exactly the same as the tag of the installed language. That means if you install the German translation tag have to be "de-DE" with exactly the same upper- and lowercase characters. Also the dash must be a dash and not a underscore!
