Title: Error message with xcliff file.

Hello,
When exporting an Xcliff file, there is a number of errors, like this..
"Warning: DOMDocument::loadHTMLFile(): Tag extension invalid in /var/www/docroot/dealers.cadlink.com/administrator/manifests/libraries/lib_jdiction.xml, line: 2 in /var/www/docroot/dealers.cadlink.com/libraries/jdiction/jdiction.php on line 139"
"Warning: DOMDocument::loadHTMLFile(): Tag name invalid in /var/www/docroot/dealers.cadlink.com/administrator/manifests/libraries/lib_jdiction.xml, line: 3 in /var/www/docroot/dealers.cadlink.com/libraries/jdiction/jdiction.php on line 139"

Why is it giving us these warnings?

Attached is a version that fixes this and some other problems.
