Everything looks good, but no translations at all

Hello! I have the same problem. Can you help me, please! How did you change the load order of the framework.

Go to the plugin section and set the jdiction plugin to the first position.

I set the jdiction plugin to the first position but the main menu is still untranslated, sidebar is the same.
I use template IT Enterprise V.3.0.0, Joomla 3.3.6
What the reason of my problem could be else?

Its possible that the menu plugin is broken and loads the menu too early, anyway could you please post the output of the check page?
